I spent a bit of time looking around, both here and other places for different places to get PCBs. It looks like you have four options:
Order more than you need through a big manufacturing company (like Gold Phoenix or 4PCB)
Breadboard/perfboard
Protoboard (like the one's they sell at Fry's Electronics)
Etch your own
So it got me to thinking... What if there was someone who took custom orders for small batches of circuit boards (say one to five at a time) and sold them at retail pricing? Do you guys think there would be interest in something like that?

did you see Sparkfun's http://www.batchpcb.com/ service? It sounds similar to what you're talking about.
A fair number of vendors have "prototyping" runs where you can get a relatively small number of boards for a relatively low overall price (~$100...)
