VAT, TARIFF, DUTY, TAXES, ETC.

Good Day Sir. I'm from Philippines and I ordered Emic 2 Text-to-Speech 5 days ago. How do I know If my package already got through customs. Am I the one who will contact the customs or they will contact me in-case there are taxes that I need to pay in order to get my package?
