RPI will not boot

I have the rpi model A. NOOBs installs fine but after first reboot I get a black screen with blinking cursor no matter what I type nothing happens.

the ACT led is off. The pwr led is on

I went through the troubleshooting page and it was no help. The SD-card was inserted properly. I had the 3 files that the troubleshooting page listed (bootcode.bin, fixup.dat, start.elf). I do have admin rights when using the SD-card writer software. I looked at the chip on the board and I have a samsung chip not a Hynix. I check the RPI SD cards and my SD-card works with the system. I got it to boot directly into Scratch but will not boot to the desktop. When trying to save a file from Scratch it gives me a save failed: Folder may be locked or read only message.

Are you using a monitor, or are you connecting to it through a USB-Serial cable?

I am using my tv via hdmi as the monitor since i do not have a computer monitor that uses hdmi

Do you have the option to use the NTSC/PAL video? There may be some kind of trouble with the HDMI configuration. The more variables we can eliminate, the easier it will be to home in on the problem.

I found the problem. Even though I was using a 4gb SD-card it was not enough space for the root filesystem. I took the 32gb micro SD-card out of my phone, and the RPI booted right to the desktop with no problems. Thank you for your time and assistance.
