I wonder if it would be useful to start a "spam found" thread that legitimate members could go to post links to spam they encounter on the forum. I think SparkFun does this. It makes it easier for the admins to find spam threads and close/remove them quickly. The admins could then watch this threads for new messages.
It may also be useful to write a plugin for phpBB3 that rejects any message that includes characters outside of the us-en keyset. That would curtail the Russian-looking spam we've been seeing lately. I'd be willing to start on this if given the go-ahead.

I'd still rather captcha on every post than have to manually filter spam.
I know jack about phpbb; is that an option? What about maybe elevating a few more users to have the power to remove spam flagged by other users (and only spam flagged by someone else to prevent petty tyrants)?

Here's an idea I've seen implemented on another forum, when a user tries to make their first post it says "Posts must be approved my an admin before they are visible, yadda yadda yadda". After their first post is approved, they're good and they never get that message again.
Apparently, if you're running 3.0.4, you can enable this under "ACP>General>Posting Settings>Posting>Queued Posting"
