Burn Fuse issue

im making the minipov3 with parts i got by myself and so I had to burn the fuse, but it did not work.
I get:

C:\minipov\make burn-fuse
avrdude -p attiny2313 -p com1 -c dasa -u -U lfuse:w:0xe4:m

avrdude: AVR device not responding
avrdude: initialization failed, rc=-1
Double check connections and try again, or use -F to override
this check.

avrdude done. Thank you.

make: *** [burn-fuse] Error 1

I used a PC on a serial port, how do i fix this?

are you providing power to the chip?

if no, provide power.

if yes, make sure you are connected to com1, check your wiring.

if you 'made your own minipov3' there's probably a wiring or parts problem
sorry, but i dont provide support for 'DIY' versions
