im making the minipov3 with parts i got by myself and so I had to burn the fuse, but it did not work.
I get:

I used a PC on a serial port, how do i fix this?

are you providing power to the chip?
if no, provide power.
if yes, make sure you are connected to com1, check your wiring.
if no, provide power.

if you 'made your own minipov3' there's probably a wiring or parts problem
