I want to have my MIniPOV3 use two separate banks of LEDs in different colors and switch between them, posting a different message on one then another. They do not need to be on at the same time.
The most obvious way (to me) of doing this would be to use two sets of 8 and gates with two control lines from the processor. Each bank could be enabled via the control line responsible for that bank. (I realize if both were enabled both banks would illuminate).
Is this the easiest or most straightforward way of accomplishing my goals?

The method you describe is how I am designing my RGB minipov variant, which is effectively 3 rows of 8 LEDs.
