This looks to me as if IC9 is somehow shorting the 5.33V supply to ground. This could be a dead IC9 or something else altogether. I doubt things will work out ok by itself, so getting a new IC9 definitely sounds like an option. Alternatively I would measure the various pins of IC (or its socket) against ground to see if there possibly is a short.

Do you have any pots installed? I've seen more than once that you can short the 12V rail with VR2 or VR3 if you push down too hard installing them and the legs can cut through the mask and short the power rail that runs right underneath them

I will search for shorts at IC9. Yes, I have some pots installed. I will also check them for shorts. However, if I remove the IC9 chip, everything looks fine. By reinserting IC9 into its socket, the power drops again.

I'll try to find a spare IC9 while building the rest of the b0x.
