Do they also confirm different readings for IC23 pin 5 and pin 6? Or do you get identical low readings on both?

Pin 5 to gnd = 4.66 to 4.95
Pin 6 to gnd = 4.98 to 5.3
Pin 6 to gnd = 4.98 to 5.3

Those different readings suggest to me two different possibilities:
a) IC23 has a problem
b) The impedance problem of the multimeter (as described) still exists.
In my opinion b) is more likely. Unfortunately this also means that those measurements would be not really meaningful.
At this point I'd continue building the xoxbox and then measure the voltage again when the IOboard is under full load.
