Hello,
My kit was purchased from Willyz Music.
I'm putting the power supply together. http://www.ladyada.net/make/x0xb0x/fab/powersupply.html
I put 7806 6V - (IC21) in the wrong way and measured the voltage @ C1 and it = 15vdc.
I removed 7806 and installed it correctly and the voltage across C1 still = 15vdc.
I'm stuck here and stopped building to ask for help.
If anyone has time to provide feedback that would be great!

do you still get proper 5V at the 5V regulator?

Yes, voltage at the 5V regulator is correct @ 5 V (before and after the 7806 was installed)

if the 6V regulator is busted, perhaps get another one

I did just that and plan to resume the build maybe this weekend.
I didn't get the exact part, the new one I was able to obtain locally is for 6.2 v / 100mah.
I'm thinking the .2 v variation shouldn't be an issue. I'll find out.

afaik, the 6V reference voltage is only used for the headphone amplifier
if the regulator is different, pay attention to the pins, they might be in different order
i'd continue with the build up to the next checkpoint
i also had issues in my build, but it was even earlier - the 5V regulator, and i didn't do anything to it, probably it was bad or something..

changing out the regulator did the trick.
6v @ C1 ! Onward....
