im trying to trouble shoot my power supply, and need some more info.
im only getting 7volt from pin 3 of j4, not 12. and im only getting 3v from pin 1. i am getting 5.2v from C1.
how many volts should be at c4, c5? where are some other places to check volts to see where i went wrong?

Well the power supply isnt' very large, just go through and double check EVERY part. Make sure all of your electrolytic capacitors (the big blue cylinders) and diodes are inserted in the correct orientation.
Double check the values of every component. On every resistor use a multimeter to make sure you've used the correct values (don't just look at the colors). As for the capacitors, they have their values written on the side.
Is it possible that you are not actually measuring the correct pins as per the fab manual?
