I've been working with a combination of a MintyBoost v3 and the solar/USB/DC lipoly charger available here:

I've built several iterations of this kit, and have come across a solar/USB/DC lipoly charger that will not indicate when the battery has been successfully charged (ie, the green LED will not light).
The amber "charge" LED will light just fine, as will the red "power" LED.
Is the charger defective?

What battery are you charging and what is the voltage measurement across the battery leads?

I'm using this 2500mah battery:

The voltage reading is right around 4.2V. I've used both a USB and 5V DC power source with similar results.

Does the same cell show up as charged when connected to the other chargers?

The battery charges perfectly with other chargers, and trips the "charged" LED as it should. I've tried other batteries with the charger that doesn't indicate a completed charge, and they all fail to trip the green LED--the amber "charging" LED simply turns off.
It seems I have a finicky charger? What are my options now?
