Assembled minty boost not working, chip overheating

I ordered 5 minty boost kits, and upon build completion, one does not work properly.
The chip gets extremely hot when the batteries are connected and does not charge properly. I looked over the solder joints and everything looks fine. I then took one of the other 1302 chips from a good build and swapped it and everything worked fine.
So it seems I have a bad chip, is there any way I can get a replacement?

We can replace the whole MintyBoost - the chips aren't available separately.
