problems with programing

The operation of transmitters designed to jam or block wireless communications is a violation of the Communications Act of 1934, as amended ("Act"). See 47 U.S.C. Sections 301, 302a, 333. The Act prohibits any person from willfully or maliciously interfering with the radio communications of any station licensed or authorized under the Act or operated by the U.S. government. 47 U.S.C. Section 333. The manufacture, importation, sale or offer for sale, including advertising, of devices designed to block or jam wireless transmissions is prohibited. 47 U.S.C. Section 302a(b). Parties in violation of these provisions may be subject to the penalties set out in 47 U.S.C. Sections 501-510. Fines for a first offense can range as high as $11,000 for each violation or imprisonment for up to one year, and the device used may also be seized and forfeited to the U.S. government.

problems with programing

I just learned how to program the wave bubble by using the mikefile and uncommenting the tests. The only thing standing in my way is that i come up with the screen that says initialization failed which means that there is a miscommunication between the avr programmer and the atmega. Since I am using a usbtinyisp, I followed all of the steps by changing to usbtiny for device and usb for port in the makefile.and I checked all the solder joints of the atmega which look good. So, I am trying to figure out if I have a faulty atmega or avr programmer.

I also made the mistake of putting the 6 pin bacwards on the pins, causing my 3.3V/200mA LDO regulator to smoke. I have successfully replaced the parts and tested voltages in the previous section and they all check out. So, I am starting to wonder if I blew out the atmega.

If anyone had a similar experience with this please help me out, I would really appreciate it!
