Parts Placement on PCB VS PDF.

The operation of transmitters designed to jam or block wireless communications is a violation of the Communications Act of 1934, as amended ("Act"). See 47 U.S.C. Sections 301, 302a, 333. Parts Placement on PCB VS PDF.

Ok,looking at my PCBs (from buzz) and its becoming apparent that all the parts placements on the PCB are wrong..
Or are they!!!
Now, my gut instinct says that the pdf files are likely to be correct, but i'd just like to confirm this.
Ive included images for reference and to illustrate my point.

So looking at the 3.3v regulator and those 2 surrounding caps, on the PDF they are C2 C7 & IC1 but, on my PCB they are C17, C21 &IC10.

Most of the component placings on the PCB appear to be wrong.
So, just to confirm, the PDFs are the ones i should use???

Hi, that helps but its not quite what i meant.
Look at IC1 in the bottom left of the PDF, now, look at my PCB, IC1 is marked IC10. I wanted to make sure it was the PDF placement guide i should follow and not my PCB.
