Dead chip

I had this in another post but I guess I should have started a new topic.
I built a couple of blue SpokePOV's over the holidays and they both tested good on the workbench using an EEPROM from my first unit. When I powered one of them up to program it most of the LEDS came on (LED7 thru LED30).
I checked IC3 and it looks like its not passing data to the other IC's. Do you think that IC3 went south on me?

hmm could be. one thing you could try is removing pin 9 (clip it or something and then and jumper the input data pin to the output datapin (14 to 9) and see if the rest of the chips work!

That's it. I clipped pin 9 on IC3 and ran a jumper from the pad for pin 9 to pin 14. It self tests from LED30 down till it gets to LED7.
Is this the right chip to order from www.jameco.com?
Or will you warranty we a chip? :wink:
