Design fault in solar charger?

Design fault in solar charger?

I am looking to buy a couple of LiPo solar chargers (http://www.adafruit.com/products/390) and was checking out the schematic.

I note that the schematic shows the SEL pin tied to Vcc(high).
The PROG1 pin is tied to ground through a 2K resistor.

However the datasheet for the MCP73871 states under section 4.3:

"A charge current programming resistor must be connected from PROG1 to Vss when SEL = High."

Is this a fault with the module or is there a reason for this departure from the norm?

The PROG1 pin is tied to ground (Vss) through a 2K resistor.
