I recently purchased an INA219 Breakout board.
Soldered on power & gnd wires + SDA & SCL.
Plugged it into my Uno R3 following pictures in the tutorial. Downloaded the library and ran the example sketch.
Nothing hooked up to either set of measuring terminals yet

That's probably either stray voltage on the inputs of the current sensor, or a high-impedance internal default voltage.
Generally speaking, you can't assume anything about the value of a pin that isn't connected to anything. It can have just about any voltage. Try shorting the two sense terminals together, or better yet, connect them both to GND.
