So, I unplugged the usb cable and plugged it back in and then nothing happened. The green light did not come on and the programmer did not show up as a device in the device manager. I then proceeded to check all solder connections and to check for loose connections or any other signs of trouble and everything checked out fine.
Please advise on what to do next to troubleshoot. Thanks.

I did install jumpers where R4 and R7 were supposed to go.
I did not have a chip plugged into any cables when I hooked it up and ran the above avrdude code.
