Circuit Changes while Powered

Quick question.. if I am messing around and need to make a minor change (moving something to a different pin for example), is it alright/safe for my unit to do this while the Arduino is powered? How about making other changes like plugging into power/ground.. etc. I can understand for more complicated things, this could produce undesired results, but how about for minor things?

Many simple changes can be made without powering down the circuit. But some components are more sensitive than others. When connecting power & ground, it is usually better to connect the ground first. When in doubt, power everything down first.
