Beginner kit suggestions

Merry Christmas in July,

My daughter is 11 years old and wants to learn how to code and make things with one of these kits and we don't have a lot of extra money at the moment. We also don't have any background with coding and electronics, either. Which kit is the most universal and all inclusive beginner kit we should get started with and hopefully, expandable in scope of capability. Also, is there any online programming tutorials we should start with for practice?

This is a good starting point if you are a novice. https://www.adafruit.com/product/170 The cost is less than all the parts separately and it comes with a book of experiments to get you started.
