Hi
I'm looking for something I can use to insulate various component leads and bare wires, preferably ESD safe material, something like a solid wire insulator of AWG 18 - 22.

You could use heatshrink or strip the insulation off wire and put this over the wires you want to protect.

Heatshrink should be fine I guess, is it ESD safe?

What level of ESD are you thinking about? I know 3M's heatshrink is rated for 600v and has a dielectric strength of 500-900v/mil. I'd link to the datasheets, but the name of 3M's document server trips the forum spam filter.
