It is possible to modify a TV B Gone and use it to turn ON all the tv?
Has anyone the codes for turn ON televisions?

I can turn my friend's old Sony off with my TV-B-Gone but it can't turn it back on again.
My own TV however (Philips) turns on and off with the TV-B-Gone.

My understanding of TV's is, when you plug them in the remote receiver circutry is powered all the time and the "Power" button merely inverts the power status of the TV but default is is off and watching to the IR code to turn it on.
Depends on the TV's remote firmware. Some seem to kick on/off with multiple sets of codes.

Some TV's turn on by picking a channel. And the power code doesn't toggle, but just turns it off.

In most cases, IR codes sets include POWER-ON, POWER-OFF, and POWER-TOGGLE as distinct codes. The remotes that come with TVs generally implement POWER-TOGGLE, and it would make sense that the TV-B-Gone would only implement POWER-OFF codes (to avoid toggling).

I just assembled my first TV-B-Gone, and it both turns off and turns on my (ahem) older Samsung TV.

I just put together my first TV B gone! and it works. However, I think I may have reversed something, as when I hold the button down, it turns off, and when I do not, the green LED flashes and works. Since I am new, I re-read all instructions and I can not see what I have done wrong.
All in all I am quite happy with it, I just need to figure out how to reverse it so it works when the button is depressed.

If I'm understanding you correctly, that's the way it's supposed to work:
Press the button once. Don't hold the button down! It will just keep resetting itself. The codes start to transmit once you release the button.
The indicator LED will blink for every code it sends. Keep the TV-B-Gone pointed at your target until it turns off. The 4 infrared LEDs will not blink visibly because human eyes can't see infrared light.
When the TV-B-Gone is finished, the indicator light will blink quickly a few times and then stop.
