Reprogramming the ATtiny

Is it possible to upload new program sketches from the ArduinoIDE to the tvbgone chip(ID: 75) with the arduinoISP? I know that it is possible with the attiny85, I just want to make sure that there is no special bootloader or anything.

You can upload new firmware using the ICSP header and any ISP programmer. The tutorial notes, however:
How can I reprogram the TV-B-Gone kit?
Because of the limited number of pins and other elements of the kit, programming the kit requires a little modification. For the latest version, removing R1 1.0k resistor (or cutting one side) will allow it to be programmed.

For earlier kits, unfortunately, all four 47 ohm resistors must be removed (or one side cut).

I want to reprogram my ATtiny using the ICSP header. Can you recommend an ISP programmer? Are there any for sale from adafruit, or any tutorials on doing this?
Can these programmers read the current program as well as upload new code?
A tutorial on this would be great, thanks.
