My TV-B-Gone does not work :-(

I built my TV B-Gone but nothing is working. We followed the directions to a 'T' (except testing half-way through) but no results. We went back and measured the battery pack- it is OK. I have attached images of the front and back (with the one connection un-soldered). Please let me what to do next.

Why is R1 unsoldered? It simply won't work without that resistor in the circuit.

We were testing the LED- an earlier post said if we de-soldered that joint then it would be as if we hadn't completed the build. But alas, no lights went on. I tested and the batteries are supplying more than enough voltage, but no lights. I also viewed this through my iPad camera and no lights.

And no, it did not work when that end of the resistor was soldered.

Check that you have the PN2907 in Q5.

Also, you might want to re-do these solders - they look a little iffy in the picture:
