Customer support directed me here to confirm that one of the three Arduino Unos I received was DOA.
My troubleshooting.
Downloaded latest Arduino Software.
Updated Drivers.
Attempted download DHT example software to Arudino.
Received this error message:
avrdude: stk500_getsync(): not in sync: resp=0x00avrdude: stk500_disable(): protocol error, expect=0x14, resp=0x51
Disconnected USB and reconnected.
Same error.
Got second Uno out of package.
Connected second Uno to USB.
Downloaded DHT example software to this second Uno. This second Uno worked.
Got third Uno out of box. Disconnected second Uno and connected third Uno. Third Uno worked fine.
Reconnected first Uno. Did not work. Noticed that L LED and TX RX leds did not light on first Uno. ON Led lit.
Pressed reset button. Nothing. Attempted to download software again. Same error.
Anything else I should try?

Sometimes resetting the 8U2 chip resuscitates an unresponsive UNO. See "Reset the 8u2" about halfway down this page.

Unfortunately, this did not fix the problem.
