serial problem

serial problem
I have an arduino uno, i am trying to use the hardware serial port to communicate with another device which is a rdif receiver. Its out put is a RS232, at 9600baud, the problem is i cant read its data with arduino {conncted the TX of device to RX of arduino, and tried to see the result on serial monitor}. Does this mean i need a max 232 ? is arduino serial out put is 3V and there is a voltage difference?

The Arduino UNO serial uses a 5v TTL signal level. If the device you are connecting to is a true RS-232 device, you will need a converter such as the Max232.
