I recently bought a 5x15 heating pad from Sparkfun
https://www.sparkfun.com/products/11289?
and a 5V DC Voltage Regulator from Nexxtech.
Are these all the parts I need?
If so, how would I set it up and what would the code be to run the heating pad?

Not familiar with either of those products. Sparkfun should be able to help you with the interface to their heating pad.
