How are you connecting that 5V power supply to the DMD board?

The markings on your display are a bit different from the ones shown in the tutorial, but the general set of connections looks to be the same.
For any project involving a ribbon cable, my prime suspect for trouble is the cable parity. It's far too easy to get signals going to the wrong side of the connector. Please take a continuity reading from the jumper pins as they leave the Arduino to the solder joints next to the markings on the PCB. That's the only way to be truly confident that the signals are going where they're supposed to.
If the signals do map out properly, we'll call it a hardware failure and exchange the one you have for a new one.
