Arduino IDE: Why do USB drivers get "lost"?

Arduino IDE: Why do USB drivers get "lost"?

Every so often, my Windows XP SP3 machine claims that my Arduino Uno is a new hardware device and that the drivers need to be installed. I've re-installed these drivers several times and don't understand why Windows complains about missing drivers. Any clues?

Windows knows all. Except when you plug a USB device into a different port windows thinks it is a completely different device. It also tries to assign it a different com port since the old one is being used by that other piece of equipment that does not seem to be plugged in at the moment.
