Motor Shield - LED always on

I've assembled two Adafruit motor shields for use with Uno (only use one at a time) and a 324 stepper motor. One works fine, LED is off unless jumper is installed or external power is applied without jumper installed. The other shield, the LED is always on, even with no jumper or external power. I can find no shorts, mis-installed components or bad solders. Any suggestions? I was running the stepper off the bad board with internal, then external power applied and it seemed to power the stepper ok .I stopped after I used the second board and realized the LED should not always be on.

This is not unusual. There is some leakage of current through the H-Bridge chips. Sometimes it is enough to light the LED.
