XBee PRO range too short

I got two XBee PRO 63mW series 2 modules and when I went out and tested the line of sight range, it was about 800m while it is supposed to have a range of 3200m. I used highest power level with boost mode enabled at 9600 baud. What can I do to increase the range and what does the line of sight range depend on?

The effective range can be affected by a number of factors, including interference from other devices operating in the 2.4GHz band. (phones, Wi-Fi etc.) The folks over at the Digi Forum may have some recommendations to help maximize the range. http://www.digi.com/support/forum/
