No Flashing Light on Xbee

Hi, I received two Xbee Pros (Series 1) from Adafruit on September 5,2013, and I have had some problems. When I plug one of the Xbees into the computer, I get a blinking green LED on the adapter board. However, when I plug the other Xbee into the computer with the same adapter and FTDI cable, I get no blinking LED. When I try and configure the two Xbees using X-CTU, I get an error saying "Unable to communicate with the Modem." Does anybody know why the LED will not light for one of my Xbees?
