My Timesquare watch works fine except the time clock never starts after I set it and only stays on the set time.
What is the best way to test the DS1337 chip to see if it is still good?
Is there a better way to debug the watch to see why it does not begin?

So the time never advances at all? Typically that indicates a problem with the crystal oscillator circuit.
Can you post photos of the board so we can check the assembly? Unfortunately, the display blocks one whole side of the board, but we'll see if we can diagnose anything from what is visible.

I added a bit more solder to the top, but I believe I checked all the connections before attaching the display block.
Is there anything I can do via FTDI to verify the problem or do I need an oscilloscope?

Even with a scope it can be difficult to diagnose these. Often the probe capacitance alone is enough to disrupt the oscillation.
