Ice Tube Clock Boost Circuit not working

I am getting 9V from bottom pin of IC3 and 5V from top pin, but when I measure D3 I get a strange reading. The voltage steadily goes from 0 to 0.4V and then goes back to 0 and cycles again. Does beep when I plug it in.

We need to see more detail around the boost circuit so we can verify correct placement of the components. Please post a closer view that clearly shows Q2 and the surrounding components.

How fast does the voltage cycle?

Okay now its reading a steady 0.6V..
I was still cycling when I tried a few hours ago. It was pretty slow, around 10-15 seconds per cycle

Oh. Looks like you have not installed the inductor yet. (L1). You need that to complete the boost circuit.
