I'm looking to use the AR1100 touchscreen USB mouse controller to duplicate an android phone/tablet display via hdmi to an external display and overlaying the display with a 4-wire resistive touchscreen. After calibrating and setting up the controller with a computer will the phone/tablet recognize the controller and more importantly will it accept the touch actions using a mouse cursor?

That depends on whether or not your android device will accept input from a USB mouse.
