EL Wire "Rotting" ?

I purchased the aqua 2.5m EL Wire starter kit from adafruit back in 2012 and placed it in my "future project" drawer. I pulled it out a few weeks ago for a Halloween costume and after inserting some brand new AA batteries and turning the wire on, it looks terrible. Instead of the consistent aqua color throughout the length of the wire, it is nearly ~50% + black in random patches throughout. When I flex the wire small portions of the wire do toggle on/off, but there is no way that I have found to get the nice "Tron look" I was expecting. I have attached a (hopefully clear) picture that shows what I am trying to describe.

Did I receive a bad bunch of wire? Is there a way to repair this?
