I have a USB powered EL wire stran. Id like to be able to make it pulse with music.
would i be able to use this to make that happen?

It's hard to say..
EL wire normally requires an AC signal at about 250v. The inverter contains a resonant circuit that converts the DC supply power to high-voltage AC suitable to make the EL wire glow.
Circuits like that can be picky about the range of voltage they'll accept as input. 250v is about 40 times the specified 6v supply, so using 5v USB power might drop the output to around 200v.. still high, but maybe not high enough to make the EL wire work.
It probably won't hurt to try a 5v supply, but use a temporary connection until you see how it performs.
