Also does the PiTFT have library that will monitor touch? The reason I
ask is that you are indicating tactile pins on the side. but I would like to use this for the entire UI ( which I need to take input).

The PiTFT is a touch screen.
If you are having power issues, you should disconnect the WiFi dongle from the pi and connect it to the Pi through a self-powered hub.
The Pi maintains a USB power budget which is separate from the GPIO power budget. As I understand it, you should be able to use the LCD or PiTFT regardless of the USB power draw.
