So I have cut up a 16 neopixel ring for use in a project and am trying to join together the two sections so they act as one continuous strip.
The problem im having is that after wiring up the first section in what I think is the correct way the LEDs don’t light up.
I soldered the 5V & ground and then just touched the data pin off the correct terminal on the LEDs but nothing happens?
Is it because I have neglected the VCC pin, and if so what is its purpose?
The next step I was planning to take to link the 2 sections is shown in the second picture.
I was planning to connect data out to data in, VDD to 5V and VSS to ground. Is this right? and is it only the data signal that is in series between the LEDs and the ground and 5V is connected in parallel?
Any help in getting this working would be much appreciated.

You need to connect both Vcc and Vdd to +5V, and Vss to Ground.
