The 18 LCD pins look ok on top. What do they look like on the other side?

The LED header pins look like they could use a touch-up. You can see that the solder hasn't flowed over the pad on several them. That could indicate a cold-solder joint, where the blob of solder really isn't making good contact with the pad. Ideally, solder joints should have a concave section, like this:
Reheat all of the LCD solders on the bottom side of the board, making sure to heat the pad. You should see the solder flow across the pad.
