Looking for some experienced advice. I have a project that uses neopixel strips connected with three pin JST connectors. The connectors are soldered to the pads on the strips. Is there a way to use heat shrink to reinforce the connection, which consists of three wires going to a (roughly) half inch flat strip?

A piece of heat-shrink around the whole thing will add a bit of strain relief. If you expect that the joint will take some abuse, you can mold some Sugru around the joints and (optionally) heat-shrink over that. https://www.adafruit.com/search?q=sugru

Sure. Just before the heat-shrink, I like to use a bit of hot-melt adhesive to prevent flexing the solder joints. It's explained a bit in this guide:

Test each strip before committing, and make sure your solder joints are bombproof, because it's a major pain in the rear (if not downright impossible) to repair once sealed up.
Oh, also: heat gun. Trying to shrink tubing like this with a lighter is an exercise in futility.
