I understand that el tape can be cut vertically into multiple strips, but will it still light if cut horizontally down into a thinner strip?

In short, No.
Much like EL wire, EL Tape is in two parts. The first part being the magical glowing stuff, the second part being the very thin wire that runs down the length of the tape, which evenly distributes the current across the strip. Cutting it across (in half), and you can easily make repairs to the connections. Cutting it vertically (down the middle), and you separate the two pieces, and then no more glowy magic. :(

The tapes can't be cut lengthwise since there is a conductive trace that runs up one side. The panels can be cut into thin strips, but it is pretty much impossible to attach leads to the cut pieces. For a narrow strip effect, you might consider several strands of wire side-by-side.
