Export licence for Europe

Are there any issues with the BeagleBone export licence for Europe, Croatia? I found some old threads (year 2011), where issues were described with exporting to Europe (something about CCATS number), which resulted in increased delivery time.

I don't understand your previous post. To clarify this situation, let say I ordered and paid 5 BeagleBones on your webshop. What happens next, do you immediately ship after payment if confirmed or do you have to wait for some government confirmation before shipping?
