As far as I know it's "in" Raspbian, but it's a kernel compile option which just isn't switched on. I could compile my own kernel (with this option selected), but I don't have the facilities to do that right now, which is why I am looking for an OS image that already has it.
hidraw is a low-level USB interface for sending and receiving HID packets to/from a USB device. I
think it's a good idea to add it, because I have a USB device that I want to send data to :)
I don't know how many people would be interested in general, so I can't recommend that you should turn it on by default, and I don't know the reason why it isn't turned on by default in the Raspian or Arch images.
