My question is can the "Weatherproof TTL Serial JPEG Camera with NTSC Video and IR LEDs" be used with the "USB to TTL Serial Cable - Debug / Console Cable for Raspberry Pi" to create a USB camera for the Raspberry PI. Like the look, size and infrared of the camera.

You should be able to communicate with it using that cable. Keep in mind that this will work in "snapshot" mode over the serial cable. It is not real-time video.

Most any web-cam should connect with the Pi.
