This setup actually works. My problem is that the built in cable on the hub does not transmit power to the RPi. as I understand to do this?
Siles it will. If this is not the case what hub will work, or what cable can I use

The built in cable will *not* transmit power to the pi. that is a "downstream" connection. No hub that I know of will do this - if anything, hubs are designed to take power from whatever they a plugged into via that "downstream" connection.
This hub, and all other such hubs, will only deliver power over the 7 port jacks.
