If i connect this cable to a 5V rs232 device, will it cause a premature failure.
I have connected to an FTDI device and it works fine , not sure about the Prolific device.

It should be fine. The Prolific chip was explicitly designed to be a bridge between USB and legacy RS-232 systems.
