Can I recharge the NiCads through the same wires that are heating the vest?

Yes. This should be possible.

Can I twist the same color wires on a second or third battery holder for a longer discharge time?

Most battery manufacturers recommend against this. Variations in the resistance between packs can result in an imbalance during charging and discharging - potentially damaging the cells.
