Communicating with an Android phone is complicated because you need to implement many layers on the MCU side for the communication to take place ... NDEF, SNEP, etc. Android only 'talks' NDEF, so it's not as simple as you make it sound or as you may have thought.

There are plans to improve the NDEF support on the Adafruit NFC stack to make working with Mifare Classic cards better so that you can write NDEF messages to the cards on the Arduino/Pi in a way that Android or any other NFC device can easily understand, but at the moment this is the extent of our plans and already involves several hundred hours of development effort to implement properly. It's hard to justify undertaking a lot of complex stack development for a very low-cost board considering the time and effort that goes into HW tuning and basic driver development.
