I am considering using the 32by32 LED matrix ID 1484 . I do not want to do animation. I do not want PWM. I am creating static images. 8 colors is all I need ( black, white , and R , G , B , RG , RB , GB ).
Will this work ?
I supply 2A of 5V power.
I address each LED and set its RGB value.
I am done.

One additional question. Will this LED array be visible in bright sunlight ?

The LED matrix is multiplexed; only two rows are 'on' at any time, and even without PWM it's necessary for a microcontroller to continually issue each line of data and advance the row counter. Forever.
In direct sunlight the display will wash out. Might be adequate in indirect sun, in shade or indoor lighting. Counterintuitively, the visibility of some displays can be improved by covering them with smoked acrylic or dark fabric such as a nylon mesh. This does reduce the light output, but it also reduces the ambient light input as well, which can wash out a display.
